New HR managers’ leadership to fast-track human resources bill
The new leadership of the Human Resource Managers Association Uganda (HRMAU) has said fast tracking of the human resources bill which was previously tabled before parliament will be top on their agenda.
The Human Resource Managers' Professionals Bill 2023 was officially introduced to the 11th Parliament on August 23, 2023.

Speaking during the inauguration of the new HRMAU leadership at Kampala Serena Hotel on Friday, their president, Ronald Kibuuka Bbosa said they will follow up with the law to ensure it is passed by parliament.
“Top on our priority will be to ensure we complete the work started by the previous governing council to secure the first reading of the Human Resource Managers' Professionals Bill 2023 on the floor of parliament. This bill will help standardize the conduct and practice of professionals since currently, so many people can come and do the work for human resource managers but these create problems we have today,” Bbosa said.
He cited the numerous cases in labour courts that he said are partly due to the actions or inactions of human resource manager practitioners.
“We have over 1000 cases in labour courts and the problem is because issues relating to workers are not well managed. It is therefore important that we standardize the conduct and have a proper regime for making sure cases of staff are handled in a very professional manner.”
“Traditionally, a personal responsible for human resources at the work place should be the first go to person when there are challenges and problems at the work place. However, when the people doing this work are not professional, then you get problems. We need to have standards that whoever is called an HR professional is called to account.”
According to the HR managers’ president, the new law will ensure all HR professionals are registered and have an annual licence for practice which can be revoked in case of not living up to standards of the body.
“The moment it is passed into law; it will enable us track the professional growth of members to make sure that people in the profession are up to date with the most up to date developments.”
The new minister for labour, Esther Nyakun urged the HR managers’ body to ensure wellbeing of human resources.
“It is the HR managers to motivate the employees. Being human resource managers, you must have empathy but also be able to understand people’s issues and challenges,”Nyakun said.
Workers’ MP, Margaret Rwabushaija urged the new leadership of the HR managers’ body to work hand in hand with her to push the Human Resource Managers' Professionals Bill 2023 which she said is now at the level of consultation of various stakeholders.

During the function, the new leadership for the Human Resource Managers Association Uganda (HRMAU) took oath.
The new leaders who took oath included Ronald Bbosa( president), Esther Regina Nampijja( vice president), Leticia Igume(Secretary General), Moses Wsawa( director PR and marketing), Joyce Nakalema( director finance), Emmanuel Otim( director programs) and Andrew Kawesa( director professional development).
Others are Daniel K Tugume , Joseph Rwabutomize and Innocent Dawa who are all committee members while Angel Aayebazibwe is a student representative.
HRMAU has over 1400 members from the private and public sectors, academia, students and the NGO world.
